The electric utility has traditionally been a buyer as well as a seller of renewable energy. Some vertically integrated utilities have entered into power purchase agreements with independent power producers. However, they haven't constructed their own power plants or incorporated them into their rate base. They earn a profit on the equity they have invested in power plants or transmission lines. This is beneficial for the utility, however it is also accompanied by a high risk.
